In this paper, the author notes that while transport is one of the few topics where the EU and Russia seems to have come to an agreement, variations in the actual trade flows lead to differences in policy objectives. The asymmetry of the EU and Russian economies, reflected in the modes of transport, is likely to contribute to a difference in priorities.
