In this brief report the author examines the implications of Afghan president Hamid Karzai's visit to the Iranian sponsored conference on counter-terrorism in Tehran on 25-26 June. The event was also attended by the presidents of Iran, Lebanon, Pakistan, Sudan and Tajikistan.
