This backgrounder examines the separation of powers between the US President and Congress, specifically in the case of foreign affairs. As part of its analysis, the text looks at 1) the underlying causes and political issues that trigger bureaucratic tugs-of-war in this domain; 2) the foreign policy powers that are assigned to both parties, and to the US judicial system; and 3) what the future may hold for the way the US President and Congress shape foreign affairs.
