Despite the need for security agencies to enhance their clandestine intelligence abilities, policy makers have largely neglected open source intelligence (OSINT) as a tool in the global war on terror. This paper offer a brief description of what OSINT is, with a particular focus on the value of strategic intelligence, tactical intelligence, and the role of the internet. The authors conclude that better use of OSINT would greatly contribute to more effective exploitation of intelligence and help enhance international cooperation in the war on terror.
