This briefing discusses the prospets and stumbling blocks facing the peace agreement signed on 15 August 2005 by the Indonesian government and the Free Aceh Movement (GAM). The paper broaches crucial issues such as disarmament and demobilization, amnesty and reintegration, land grants and compensation, local elections, local parties, and the tasks of the Aceh Monitoring Mission. While the political context in which the agreement was signed differs from the one in 2002, when the Cessation of Hostilities Agreement collapsed after only five months, the paper still identifies a number of potential spoilers in the form of anti-GAM civilian self-defense entities.
