The author of this paper argues that negotiation mechanisms in the South Caucasus must recover from successive failures and find new life, since they are the prevailing deterrent to the resumption of war. He finds that, twenty years after the end of the Cold War the “managed instability” in the South Caucasus continues to prevail in the absence of solutions to the conflicts between Armenia and Azerbaijan and between Georgia and Russia. According to the author, peace negotiations have stalled and the possible use of force is once again becoming a growing threat.
