This paper outlines the problems of civilian firearm possession and the situation regarding small arms worldwide. Among other things, it estimates that 60 per cent of the global stockpile of small arms and light weapons are in civilian hands, and that civilians are the principal victims of gun violence. The paper puts forward policy suggestions, which include a need for the adaptation and harmonization of national laws.
