The international mission to reconstruct Afghanistan may be the most ambitious state-building exercise ever undertaken. This paper will examine failures of accountability as a structural issue in state building. Informed by the international experience in Afghanistan, it will examine the dynamics of power that are likely to undermine accountability in any state-building exercise that draws the international community deeply into the domestic political sphere.
