This bulletin examines the issue of civilian ownership of firearms and touches on the conflict between an individual's right to carry a gun for self-defense and a community's right to restrict gun ownership to promote safety for all. The paper examines national laws and policymaking in the field of small arms control, discusses new research on intimate partner violence involving guns, and the issue of disarmament in Sierra Leone.
