This publication discusses the prospects for change and reform in Saudi Arabia following the death of King Fahd. The author presents the various competing forces within Saudi Arabia - liberals, conservatives, and extremists - and predicts that the kingdom will maintain its conservatism in social, cultural and religious life. On the political front, gradual liberalization will continue, but its purpose will be to implement a participatory system within the existing order, rather than fundamentally altering the present system.
