This report seeks to give an impression of the state of security in the Terai, Nepal, during 2010. Although the future of Nepal remains uncertain, this report found indications that security in the Terai, which has experienced a post-war rise in violence and a proliferation of armed groups, was improving in 2010. Optimism about a sustainable decrease in armed violence and crime must however be tempered by an awareness that progress is dependent upon a number of factors, including a reduction in poverty and increased and fairer access to basic services.
