This policy brief addresses US federal spending on climate change in technological, scientific, and international areas. The brief notes that recent budget policies and future proposals have brought to light a congressional-presidential divide on climate policy funding priorities, with the former advocating increased expenditures and the latter advocating reductions in real terms. The author predicts that such policy divergences will increase throughout the duration of the second Bush administration, and will affect US-EU relations on climate policy.
