This paper provides an overview of the political dynamics and challenges facing reformers in Egypt in light of the elections of September and November 2005. It hypothesizes that for reform to become a reality, certain structural changes and institutional safeguards will need to be implemented. In examining domestic and foreign factors of influence in Egyptian politics, the author cites the effectiveness of the Mubarak regime in undermining the influence of both, and advocates the use of a transitional political phase to place continued pressure to remove structures of authoritarianism through the creation of a broad national charter for political action across the political and societal spectrums.
