Do the five European seats in the G-20 translate into influence? To answer this question, this paper first looks into Europe’s and the EU’s role in the set-up of the G-20 at the ministerial level in 1999 and the subsequent upgrade to the leaders’ level in 2008. It then analyzes the role of Europe and the EU in shaping the agenda and decision-making of the group. Finally, it discusses ways in which Europe could shape the G-20 process and global governance more effectively.
