This publication discusses the view, widely held following the July 2005 terrorist bombings in London, that the government of Pervez Musharraf is not doing enough to curb terrorism and extremism in Pakistan. The author maintains that such perceptions reflect impatience and a lack of understanding of the complexities involved in fighting the kind of terrorism that the world is facing. He outlines President Musharraf's three-level approach to combating terrorism, which encompasses both international and domestic measures as well as efforts by moderate Muslim leaders.
