This report provides information on the global implementation process of the International Ship and Port Facility Security Code (ISPS Code). The author describes that while in Singapore and other nations the implementation of the ISPS Code has been prompt and successful there are still many other nations in Southeast Asia and Africa that lag far behind. The author also describes that while the ISPS Code has helped establish many important improvements in international maritime security, the code still has many significant shortcomings and loopholes that can provide substantial security threats to international shipping.
