This 'mapping document' looks at both short- and long-term approaches to early warning. Specifically, it focuses on the pre-Lisbon Treaty institutional capabilities of the European Commission (EC) to monitor and analyze conflict trends and early-warning signals, communicate findings and recommendations to the relevant actors once these signals are received, and mobilize the capacities and resources needed to respond to potential crises in a timely and effective manner. Since the EC still lags in these areas, this report maps out the processes, mechanisms and tools which are needed to 'get a quick handle' on violent conflicts when they arise.
