This paper examines ASEAN's reasons for establishing Free Trade Areas (FTA) instead of negotiating WTO agreements. The author discusses why some countries have opted for "second-best" FTA solutions rather than pursue more attractive WTO alternatives. The strategies and positions of the main actors in both WTO and FTA negotiations are examined and the prospects for the region's economic policies examined.
