This paper provides an outlook on terrorism for the year 2004. The author states that the al-Qaida network has maintained its ability to potentially strike at targets and inflict high casualties in the US and allied countries, and that the network has succeeded in using the internet to spread its message of violence and hate. The author argues that since 9/11, the war on terrorism has met both success and failure and that the United States must not only continue to lead a vigorous anti-terrorist coalition to combat al-Qaida, but that it must also improve its reputation and image in the Muslim world and be seen as a friend rather than an aggressor in the Middle East.
