The paper looks at the policy implications of the current state of play in the European integration process for Germany. It argues against one-size-fits-all solutions to integration problems and instead advocates policy solutions that are differentiated along policy areas. The trend that generally runs throughout the contributions is that further steps towards integration and additional transfer of responsibilities to the European level are functionally sensible. Questions of the democratic legitimacy of policy however continue to gain importance. Germany is attributed a key role in pointing the way for the EU’s development options and the practical implementation of strategies.
