This brief looks at the state of piracy in the world and the five-point plan to fight it proposed by India in the UN Security Council. The author argues that, at present levels, maritime forces cannot tackle piracy due to the large area in which pirates operate, differences in national laws and the restrictive nature of United Nations Convention on the Law of the Sea (UNCLOS) articles on piracy. The author concludes that land-based operations may be a solution to end piracy and recommends steps that India could take to address the problem.
