This testimony to the US Senate Foreign Relations Committee outlines the threat of al-Qaeda to US homeland security. To do this, the author uses the findings of a comprehensive survey listing all the al-Qaeda and al-Qaeda-affiliate plots in the West as well as all the plots done “in the name of al-Qaeda” in the West since the formation of al-Qaeda in August 1988. He discusses the extent of damages done, terrorist training and evaluates counter-terrorism measures.
