Times are changing. While the EU's neighbors in the South are on the move, the East is stagnating or rolling back. This paper looks at the EU's policy towards its neighbors arguing that the Union is reconsidering its strategy and trying to make a second attempt to marry democratization and stability in the South and East. The point of departure, argue the authors, is a revision and update of the European Neighbourhood Policy.
