This paper uses the construction of the Oriental Plaza in Beijing as a case study to illustrate how actors have dealt with China's ambiguous economic and legal institutions. More specifically, the author analyzes how formal economic and legal reforms can be incorporated into the greater institutional framework in which they must operate to be successful.
