This report discusses the implications of the lull in the raw materials markets, especially in rare earth. It suggests that the respite from high prices has led to an underestimation of the intricate challenge of securing future supplies. Progress on important EU initiatives, such as the Innovation Partnership on Raw Materials, is stalled while member states pursue their own agendas. The author argues that the pursuit of national interests at the expense of consolidated European action in this area will undermine long term resource security.
