In light of the decision by the US Senate Committee on Foreign Relations to send the New Strategic Arms Reduction Treaty (New START) to the Senate for ratification in September 2010, this brief assesses the prospects of Obama achieving this key foreign policy goal. If the treaty is indeed ratified, it will be the first nuclear arms reduction measure to be approved by a Democratic administration.
