This brief looks at aspects of governance, security and development to better understand and handle the situation in the naxal-affected states if India. The author argues that a three-pronged approach will have to be built around the conceptual framework of 'grid-guard-govern' spanning the regions affected by the militant communist groups and he discusses factors for implementing the proposed strategy.
