This paper examines the challenges facing India in its drive to establish hard power. More specifically, it identifies 1) the key strategic and economic opportunities that are currently driving India’s military rise; 2) the critical security challenges and threats that the country might have to face in the immediate and foreseeable future; 3) the organizational hurdles and inhibitions that limit the national capacity to tackle these security challenges; and 4) the organizational changes that are necessary in the medium to long term to build military efficacy and efficiency.
