This brief examines the reasons why the military leadership remains out of the loop in the formulation of defense and security policies in India. The author argues that this deficiency is due to the faulty promotion of policies and inadequate emphasis on professional education of the officer corps. He analyzes the situation and context and concludes with policy recommendations.
