This policy brief discusses North Korea's attack on the South Korean island of Yeonpyeongdo. The author presents a number of reasons why North Korea decided to launch the attack and argues that the international community needs to come out with a strategy to reel in North Korea before the situation escalates into unmanageable dimensions.
