With reference to a case study in Somalia, this paper investigates humanitarian diplomacy in failed states. Most aid groups have pulled out of Somalia because of continuing dangers. The World Food Program (WFP), however, continues to operate in the region. This paper is an examination of why and how the WFP has managed to persist where other humanitarian agencies could not. The author argues that the long-standing presence of the WFP and its "humanitarian diplomacy" have been key factors in its success.
