This publication discusses the rapid rise of information and communication technology (ICT). The author examines the various uses of ICT for state authorities, anti-globalization protestors, hackers, the military, and terrorist organizations. He concludes that the promise and peril of ICT lies in the fact that it can be used for both constructive and destructive purposes.
