This paper explores how a consensus between current trends in thinking among some of the emerging economies, and the aid preoccupations of traditional donors, could form the basis of a new global agreement on development. It summarizes current challenges to the MDG framework, then considers which trends in thinking could form the basis of a new agreement to address these challenges. How far such an agreement could go, will depend very much on the rapid unfolding of the economic crisis in OECD countries, and the slow drama of climate change.
