This paper discusses the implications of the aid for trade program for the developing world. First, it discusses whether the aid for trade program would conform to legal standards and trade rules (including, but not only, tariffs, preferences, SPS, TBT). Second, it discusses how the institutions to enforce the rules could be established and how the application of rules could be improved. Third, it examines the implications of aid for trade for the negotiation of changes in the rules affecting trade. Finally, it identifies and prioritizes the changes in the rules which would be most likely to help developing countries.
