Security policy considerations have become increasingly relevant in the planning and delivery of EU aid. This study examines the principal EU financial instruments that focus on development - the European Development Fund, the Development Cooperation Instrument, and the Instrument for Stability - to see how the EU can adapt its policies to the demands of reconstruction aid in conflict states.
