This briefing paper examines the Global Energy Efficiency and Renewable Energy Fund through the lens of climate finance. The fund is assessed using a number of principles and criteria that have emerged within the UNFCCC process. It is an innovative financial mechanism that holds out promise of securing private sector investments in clean energy. The author concludes that much work has gone into the design of the fund, the real test – its implementation – has yet to begin.
