This paper uses the principles laid out in The Paris Declaration on Aid Effectiveness to examine the assess the parliamentary strengthening landscape in Uganda and how it, and the performance of the Parliament itself, can be enhanced. Available evidence suggests that if parliamentary strengthening were conducted in a manner that were more in line with the Paris Principles, then it would be more effective.
