This paper reviews opportunities for change in EU development cooperation and external relations and advocates for the adoption of certain policies. It builds on a discussion which took place at a meeting convened by the Agence Française de Développement held at Ermenonville near Paris in December 2008. The meeting revealed that EU development cooperation had improved substantially, but it still suffered from problems such as political legitimacy, intellectual incoherence, institutional capacity and member state governance.
