This paper discusses the October 2005 referendum on the Iraqi constitution. The author outlines the main features proposed in the constitutional agreement, and describes why Kurds and Shi'ites overwhelmingly supported the document, while Sunni Iraqis largely voted against it. He argues that although the constitution was approved in the referendum, the Iraqi leadership should not ignore the Sunni opposition to the draft.
