Of all the world’s regions, only the Middle East lacks an inclusive region-wide system for dialogue and cooperation on security issues. The lack of such a system has profound implications for the region. In this report the author identifying lessons from work to date on a regional security system that are relevant to today’s Middle East. He looks back at the only official, multilateral regional dialogue on security that has ever taken place in the region—the ACRS process—and asks whether its lessons and ideas remain relevant today and into the future. The afterword also examines the Track Two and academic forums that have since considered these issues.
