This study addresses the mix of challenges and opportunities in the North Caucasus region, and specifically how these are viewed from local perspectives. It looks at the involvement of a variety of stakeholders in dealing with challenges in the region: local populations, republic leaderships, federal authorities and, where appropriate, considers what the international community might be able to offer.
