This publication is a compilation of the various contributions made by experts to the Regional Conference on the Prevention of Torture in Dakar, Senegal, on 27-28 April 2010. The conference focused primarily on the Optional Protocol against Torture (OPCAT) with regards to its ratification and its implementation, and also on the added-value of the OPCAT and detention monitoring in the prevention of torture and other cruel, inhuman or degrading treatment.
