This issue focuses on energy- related issues such as the Azerbaijani gas policy, the condition of the Central Asian power grid or public discontent in Kyrgyzstan due to high energy prices. A second major field relates to governments and governance, including articles about the implications of EU reform on the Eurasian region, the Georgian Government Opposition’s fail to agree on electoral code or a possible return of Dmitri Kozak as personal responsibility for the Northern Caucasus. Other contributions surround the international reactions to arrested Azerbaijani bloggers as well as the new impetus, which the OSCE Ministerial Council provides for the Nagorno-Karabakh negotiations.
