This issue of the Central Asia-Caucasus Analyst includes analytical articles and field reports on security issues facing the Central Asia-Caucasus region in April 2011. The analytical articles examine the International Court of Justice ruling that it lacks the jurisdiction to adjudicate on the Russia-Georgia war; Kazakhstan's efforts to establish a globally competitive higher education system; the security concerns facing Russia in preparation for the 2014 Winter Olympics in Sochi; and the political risk management strategy of commodities giant Glencore in Kazakhstan. In addition, some shorter field reports provide accounts of the presidential elections in Kazakhstan; tensions between politics and the judiciary in Kyrgyzstan; the plans for constitutional reform in Tajikistan; and the Russian air strikes on Caucasus insurgents.
