This analysis shows that the European Union (EU) has adopted a changing security paradigm and the human security perspective within the framework of the Responsibility to Protect (R2P). The adoption of a clear human security strategy based on the principles proposed in the 2007 Madrid Report by the Human Security Study Group could help in establishing a more general strategic direction by mainstreaming the protection of civilians within the EU’s response to a crisis such as the one in Libya in 2011.
