This paper investigates possible cooperative nuclear arrangements for the Middle East and identifies their potentials and limits. It begins with a short summary of the status quo of civil nuclear programs in the Middle East and a brief outline of existing multilateral nuclear approaches (MNAs) for the nuclear fuel cycle. It then discusses the regional challenges MNAs would face in the Middle East before concluding with a number of recommendations for the region.
