UN Security Council Resolution 1973 will stand out in history as it marked the first military implementation of the Responsibility to Protect (R2P) doctrine. But ever since the resolution was passed in the Council in March 2011, various developments have altered the way the concept of R2P has come to be perceived. This Issue Brief analyses the evolution of the Responsibility to Protect (R2P) principle in the last one year and how Libya has contributed to its growth.
