This paper discusses the fifth round of the six-party talks on ending the North Korean nuclear program. The author argues that while competing US-North Korean demands continue to prevent significant progress in the negotiation process, a number of moderate aims were fulfilled. He also points out that North Korea's five-step plan to abandon its nuclear weapons program represents an indication that it is seriously contemplating a non-nuclear future.
