This issue brief evaluates the counter-terrorism capabilities of the Mumbai, India Police Force. With specific reference to the Mumbai Police, the author reviews the progress - or lack thereof - in modernizing the police forces under the Modernisation of Police Forces (MPF) Scheme. He concludes that the preparedness of the Mumbai Police leaves much to be desired and identifies the key weaknesses to be addressed.
