This report examines the EU's visa policy towards the Western Balkans. While the authors acknowledge the need for domestic reforms in Albania, Bosnia-Herzegovina, Macedonia, and Serbia-Montenegro, they warn against a marginalization of this region. They claim that visa liberalization for special categories of would-be travelers, and facilitation of the application process for all, would encourage those who can influence their countries to break from dependency on EU aid towards proactive involvement with the EU.
